UG SIGNS A MEMORANDUM OF UNDERSTANDING WITH THE DRUG ENFORCEMENT COMMISSION (DEC) ON WAASA

The Zambian Union of Government and Allied Workers signed a memorandum of understanding with the Drug Enforcement Commission regarding the Workers' Action Against Substance Abuse (WAASA). The WAASA Project is a response to this growing challenge. It reflects the union’s commitment to ensuring that workers receive not only representation but also support that enables them to lead healthy and productive lives.
In his opening remarks, the Zambia Union of Government and Allied Workers (UG) President, Dr Muyaywa Kabisa, expressed his gratitude to the Drug Enforcement Commission for partnering with UG in an initiative that places the well-being of workers at the centre of national development.
He said one of the challenges is substance abuse amongst workers. Across the world, workplaces are increasingly affected by alcohol and drug abuse, often linked to mental health challenges, workplace stress, financial pressures, and social difficulties. The effects are far-reaching, resulting in absenteeism, poor performance, disciplinary problems, workplace accidents, family breakdown, and reduced quality of public service delivery.
Speaking at the same event, Drug Enforcement Commission Director General, Mr Nason Banda appreciated the leadership of the union for embracing this collaboration. He said the willingness of the union to partner with the commission reflects a clear understanding that substance abuse is not merely a law enforcement issue, but a public health, workplace and socio-economic challenge that requires collective action.
He further said that substance abuse continues to undermine productivity, compromise workplace safety, affect family stability, and place an enormous burden on public institutions. It contributes to absenteeism, poor performance, disciplinary challenges, workplace accidents, and increased healthcare costs. More importantly, it affects the dignity, wellbeing and future of many hardworking men and women who serve our nation.
As an institution, they are mandated to prevent and combat drug trafficking and substance abuse in Zambia. The Drug Enforcement Commission recognizes that sustainable solutions can only be achieved through strong partnerships with key stakeholders, and today's memorandum of understanding is therefore a practical demonstration of the institution's commitment to working together to prevent substance abuse before it destroys lives, families, and careers.
As a union, this memorandum of understanding is a clear message to our members that we care not only about your terms and conditions of service but also about your health, your families, and your future.
We commit ourselves to making the Workers Action Against Substance Abuse Project a success. Together, we can build healthier workplaces, improve productivity, strengthen public service delivery, and create hope for workers and their families.
